I think they are Legion driver licence photos. Can't let just anyone drive the Legion Cruiser.

I wonder if they have to paralell park the cruiser to pass the driver's test.

In the scan to me it reads as page 23 from the handwriting but I could be wrong. Either way good luck tracking down where/if it was published. I like the photobooth feel of it especially with the 2nd one. 

Yes. Updated. I have looked through a lot of Legion comics and haven't found it.

This is wonderful. I agree that it seems to be an unpublished page. It looks like it would have been one of the news reports from the 5YL series. Looking back at the life of Jo and Tinya, makes sense that it would have been one of the last pages (page 23). Maybe originally slated as one of the Giffen/Gordon end pages after the Peterson pencilled issues in the mid-teens? Or maybe it was originally planned to be at the end of issue 24 with the conclusion of the Quiet Darkness Saga?

I agree. I was sure it was in one of those issues but I looked through them and did not find it.
