Under Siege was certainly the high point of Stern's tenure on the book so I'd say that any page from that story is a win and you've got a nice moment here.
Lovely artwork from a superb team. The angle for the third panel makes for superb, dynamic storytelling.
The lighting on Zemo in that last panel is wicked cool.
