This is the September 17, 1928 daily for Chic Young's Dumb Dora. His enduring strip, "Blondie," came about, in 1930, as a bribe to keep Young. When Young asked for a raise and ownership of Dora, the syndicate offered him a second strip that he could own, Blondie. Young stayed with Dora until 1932 and "Dumb Dora" lasted until 1935.

The expression "Dumb Dora," apparently predates the strip.
Dora is the brunette. From the strips I've seen, there was nothing dumb about her.
