I’ve seen this splash about 167 times, and it keeps getting funnier every single time I see it!!!
This is indeed Keith Giffen, using the pseudonym "Ian Montgomery" for this story (I'm not sure if there was any particular reason). The text page of the comic gave it away when it listed the creators' credits and said "Ian Montgomery plots 'Lobo'"--which was actually plotted by Keith Giffen at the time. I got my copy signed by Giffen at a convention in the '90s, and he signed his own name on the cover and his "Ian Montgomery" name on the splash page.
Thanks (belatedly) for letting me know this. I had no idea! I appreciate the clarification.
