Kobra has kidnapped Airwave and threatened to incinerate every major capital city with low-earth orbit antiballistic X-ray satellites. His demand: Turn over the heads of state of the NATO countries.

The JSA accepts the DEO's (Department of Extra-Normal Operations) mission to shut down Kobra and rescue Airwave.

Sandman slips through concrete to the room in Kobra's underground fortress where Airwave is being held and renders the guards unconscious with his gas gun.

At this point in the story, Sandman pauses to consider how to release the captive meta-human from the Faraday cell.

Airwave tries to warn Sandman but the cell blocks what Airwave is trying to say.

Sandman mistakes his warnings for panic, noticing too late the menacing shadow behind him.
