I just thought it would be funny to get Steve to do a more racy version of Fearless Dawn. Make her topless and fearless.
Two things kind of got in the way.
One, Steve was not comfortable with drawing one of his characters in that fashion.
Two, the character is a minor. Which is something that you kind of forget once Prissy Jones puts on the costume. Hence the caption "In issue 5, I'm all growned up, sailor". Issue 5 refers to what would be Fearless Dawn number 1 where Prissy (and Fearless Dawn) is an adult. And Steve drew this way before the original The Bomb series ended. Steve created a G -rated version of this piece for The Bomb Swimsuit Edition.
