Milestone Comics character promo

I believe that this is a promo for a Milestone character like the Kobalt one in this gallery. The page is on Milestone paper. I was told the character was Deathmask but I do not believe Milestone had a character with that name unless this is an early version of Deathwish. I am not even sure of the penciller of this piece so I added a picture of the signature. Feel free to comment or message me if you know who drew this or who the character is.
