I have no idea who this character is. But just like you, I am drawn to the amount of detail and especially the effect of the streaks of light shooting out from the figure. Those streaks of light seem perfectly placed to capture my attention. And once I'm in staring at this piece, I begin to notice not only the beauty of the character's face and the sex appeal of her body language, but I also notice the various techniques used overall on this piece. There's the splatter along the darker, billowing portions of her garb. There's the unique design of the character's clothing and accessories like her belt and necklace and tiara nearly lost in the negative space of her hair. And then there's the sorcerous background design consisting of a variety of cross-hatching and psychedelic star shapes. 

Everything about this piece, every individual inch, is in itself a genius work of art coalescing into my personal favorite piece in your truly incredible collection. Thank you for sharing this here. You have a great eye.
