This is an original soon-to-be-published character named Raven which is short for Grimora Scytheraven by Bukshot aka James Bukaukas, a founding member of the Vicious Circle Project whose other projects include work for Marvel Comics and tatoo art.

He originally refused to sell it because he thought it was too special to the lady in his life. Apparently when he told her what he did, she made it clear that it wasn't more special than money. So, next time I passed by their booth, I was accosted and got this.

I think this is striking, kind of a cross between Shane Glines and Bruce Timm with crisp lines and a sure hand.
