From the bio page at the Jack Kirby Museum:

"Syndicates took an interest in the adventures of a young boy hired by an eccentric scientist. The name of the boy and the strip was Chip Hardy, and it was inked by Will Elder and Marvin Stein. At the last minute, however, the syndicate that had accepted the strip changed its mind."
