When picking this up, he told a story about Harlan Ellison seeking him out to commission him to draw The Ray. Ellison had mistakenly attributed Rags as the artist on The Ray. Rags' run on Black Condor had come out around the same time as Joe Quesada's The Ray.
Fun fact: this was a ComicLink auction purchase. They only list image area, which was noted at 9x12. Imagine my surprise getting a giant box with a 12x18 art board.

To a certain extent, I'm basing it off of what artists I have access to. Really wanting to keep a high caliber of talent. As for character, my preference would be a Tim Drake Robin.
