The regime was quite tough, but not as tough as German nazism. And then the italian creativity made it seem softer. Imagine that literature and arts were very interesting in that period and censorship exercised its power mostly on newspapers, and very little on books. A magazine, managed by a fascist journalist, made many critics to the regime... This until the war started. But even for one more year or so, we had Mickey Mouse on its own magazine... Mussolini liked MM very much :-)
