You're correct, it should be a costume design for an operetta. It has a unique use of what I think is white lead: it's abundant on the dress, so it formed some cracks through the years giving a weird "pearly" effect.

Thank you David, I fell in love with this one for the same reason. :) Although Hal Forrest's anatomies are a bit stiff, I like his storytelling, and style. There are some Tailspin Tommy adventures on Amazon. I wanted to buy the one of this strip, but I can't find out the year. :(
