Thanks for being the first to comment. Neal just confirmed that he did not draw or ink this page. He said Tony DeZuniga drew the page, which makes sense because it ties in with other pieces I picked up at the time in a bulk purchase. Unfortunately Tony, bless him, has left us and I'll never be able to confirm 100% that he drew this or why it was drawn. For that reason, I'll add what provenance information I know of in the details.
Hi Ruben, How can you be sure? Luis came on and did the covers after Neal left. This has the DC Comics submission stamp on the back with Due date and Cover In Date. On the top front in erased pencils it was written off, rejected. The girl in both images looks the same so I wouldn't be surprised if they did a stat-over for the published cover. Neal did #3 - #19, Aparo did #20 - #24, Dominguez did his 1st cover on #25.
