In "Pagan," a new vigilante appears in Gotham City, exacting justice from those who have committed crimes against women. Batman looks to find a connection between two men brutally beaten and tortured and discovers a woman named Pagan is responsible.

Tom Mandrake joins Alan Grant for the introduction of Pagan, a vengeful warrior who goes too far, in Batman 479 (Early June 1992). Pagan attacks and tortures two men in the course of this story, while Batman tries to find the link between the men, and figure out who Pagan is. It's a pretty dark and sad tale, as the men are both sexual predators, and both Batman and the reader are lead to think that Pagan is one of the victims, Sondra Mercer. But then we learn that Sondra killed herself after her assault. Pagan is really her sister, Marion. Too violent and vicious to be a hero in Batman's world, Pagan nevertheless retains the reader's sympathies. The men she is attacking are nowhere near innocent. Pagan returns a couple of times, as the character was moved towards the right side of the law.
