Drawn for the April 1969 issue of Holiday magazine, to an article on Paraguay written by Graham Greene, no less. A quote at the bottom of the image reads "The worm inside the lofty blossom".

Any article from that time period of Paraguay would show Alfredo Stroessner's military strongman dictatorship and how he remained a dictator through brutality and politically playing the game to pretend he's duly re-elected for a life term.

You might be thinking of Ralph Steadman, I have a couple of pieces by him as well: https://www.comicartfans.com/galleryroom.asp?gsub=179873
but Searle did a lot of magazine work as well, and was the OG creator of this style which became very popular with illustrators and editorial cartoonists.
