Description

This is arguably (I would argue it, anyway) the first true, full appearance page of Bart Allen/Impulse. His cameo in Flash #91 was in silhouette; his appearances earlier in #92 were either as an indiscriminate mobile streak, or presented as memories/flashbacks. That is, he was depicted previously in #92 as something *recalled,* but not something actually physically present or capable of being interacted with by the other characters present in the real time of the story.

This page is also a perfect complete introduction of the character in the synthesis of Mark Waid's writing and Mike Wieringo's layouts:

The first frame is a demonstration of his superpower. (I actually have a vivid memory from when I first read this comic -- that footprint in the water as Flash is trailing him by fractions of a second struck me as a brilliant way to depict the scales of velocity and time they're trying to convey.)

The second frame shows Bart's full body in the Impulse costume, although turned away from the reader.

The third frame features Flash reaching out and using Bart's name.

The fourth frames Bart's huge golden eyes in a whirl of tousled hair. The manga influence apparent in 'Ringo's work here would be defining of the character's style through a similarly manga-influenced artist, Humberto Ramos, who would take the artistic reins during the early issues of Bart Allen's solo series, "Impulse."

Power. Costume. Name. Style. These are how we know a superhero.
