This is the cover art to The Official Handbook of the Marvel Universe, also known as OHOTMU, for the B-C and C-D covers. The images of Cloak and Dagger and Crimson Dynamo start on issue, B-C, and end on C-D. See additional images below.

I checked with Joe Rubinstein and this is the final art to the "B-C" and "C-D" covers. They would use this original art to make photos stats in order to overlap the covers. So, its original art for the covers.
