Description

Breaking News! Here's a cel from the third-season Teenage Mutant Ninja Turtles (Fred Wolf Films) episode, "The Big Rip Off," showing Channel Six News' incomparably vain Vernon Fenwick reporting live in front of the station's news van (which has odd coloring errors on the doors making the iconic 6 almost impossible to read)! This was a tough cel to match up exactly with the finished animation, and I think it's possible that Vernon was animated in piecemeal sections to save time and money, meaning this specific cel might not have actually made it into a completed frame.

I think this package includes only a single-layer cel of Vernon. In this case, the the supplied background includes the off-model news van but changes the rest of the background context to something different than the episode's original context. These cels were sold framed in mats and protective plastic sleeves at various toy and department stores throughout the early 1990s under the "Animation Art" label. This set was scanned inside the sealed plastic sleeve, so the image clarity suffers a bit. Also attached are screencaps from the VUDU digital copy, showing the approximate cel in its final form around the 13-minute, 55-second mark as well as earlier frames zoomed out for full context.
