I guess here Kari is having a good laugh for Marxist theory.
According to that theory, it is zero sum view of power (=constant). According to Marxists those who hold power (the ruling class) do so at the expense of others. It suggests there is a fixed amount of power, and therefore, if some hold power, others do not. Since the amount of power is constant, an individual or group holds power to the extent that others do not hold it.
