Features Astrid Storm-Daughter, a goddess that aligned herself with Starro.
Going against the R.E.B.E.L.S. proves to be fatal when she encounters Lobo.

This cover is from the second R.E.B.E.L.S. series.
The first series originated from the L.E.G.I.O.N. (Licensed Extra-Governmental Interstellar Operatives Network) series.
These series center around Vril Dox (Brainiac 2), the clone of Braniac, who leads the team. Vril is the great grandfather of Querl Dox (Brainiac 5) of the Legion of Super-Heroes.
Vril is forced to form R.E.B.E.L.S. (Revolutionary Elite Brigade to Eradicate L.E.G.I.O.N. Supremacy) when his son Lyrl rebels against him and takes over the L.E.G.I.O.N. team.

Impressive cover, not just because of the figure at the center of it, but due to the very detailed Starro-possessed aliens behind her.

Ditto! But, I don't think they're all aliens. Isn't that Hawkman right there on the right hand side?

Based on the metallic wings, I think it's a Thanagarian. Carter Hall had more natural-looking wings at that time.
