Description
From the fourth season Teenage Mutant Ninja Turtles (Fred Wolf Films) episode "Donatello Makes Time," here is an excellent side profile of Master Splinter. This image appears almost at the conclusion of the episode where Splinter is communicating his typical "I told 'ya so and now you learned it" lesson to the Turtles.

This is a handpainted acetate cel layered over background print.

In this case, the the supplied background matches almost exactly the original episode context. These cels were sold framed in mats and protective plastic sleeves at various toy and department stores throughout the early 1990s under the "Animation Art" label. This cel was scanned both inside and outside the sealed plastic sleeve, letting you enjoy the full visceral experience! Also attached is a screencap from the VUDU digital version, showing the approximate cel in its final form at around the 22 minute, 39 second mark.

Nice piece of animation history that monetized cels and made them more affordable than WB's boutique treatment of their properties.
