The Colletta inks are strong with this one! I've never heard of Shyla. Did DC just randomly make up new Phantom Zone fugitives as needed, or was she a known fugitive who made appearances over many years? I love the fact that she has all these powers but flies like she was just born yesterday!
The Kryptonians put many criminals into the Phantom Zone providing a storehouse of super powered villians to challenge Superman and Supergirl. This story was,I believe, the first appearance of Shyla but she did appear in subsequent stories and eventually reformed.
