This is a painted acetate cel layered over background print. In this case, the supplied background is different than the episode context, making it look like Splinter is at home in the sewer lair instead of tracking the Rat King through the sewer tunnels. These cels were sold framed in mats and protective plastic sleeves at various toy and department stores throughout the early 1990s under the "Animation Art" label.
