I know I haven't read much Legion in my time, but I'm still somewhat surprised I've never even heard of Legion Academy. So I guess it was DC's version of the New Mutants, training and honing their skills so they can one day move up the ranks to the main team?

Yes. The Legion Academy was introduced in Adventure 371 and on this page from Adventure 372  two Legion trainees are used to infiltrate a gang of Super-Villians.

Who are you?
Who's who, who's who?
Who are you?
Who's who, who's who?
Who are you?
Who's who, who's who?
Who are you?
Who's who, who's who?

He drew up in a Legion art page
A Butler fan knew their names
He said, "Jim can go ink at home tonight
If I can send out my page today"
I staggered back to Omega ground
Nightwind's breeze blew back my hair
I remember throw Organus around
Oli Queen with his hair
