Donald dressed in his US Coast Guard rain gear holding a bond. Probably used on a poster or in an advertisement to help promote the sale of war bonds. In a "Walt Disney's Comics and Stories" comic book? Please let me know if you can identify the source where used. - The Coast Guard as well as the Marines were quite active in the actual sale of War Bonds.
