This is a caricature of Finland's 1980s president Mauno Koivisto (and behind him his successor Martti Ahtisaari, who later went on to win the Nobel peace prize).
It is by the veteran newspaper illustrator Pekka Vuori (b. 1935), especially known for his literary caricatures.
Vuori's typical working method for color work was to first sketch out a line drawing in pencil. He would then make a photocopy of that sketch on to a mid-tone paper,typically regular cheap brown wrapping paper you'd buy in a roll.
He would then paint on the brown paper with gouache, and also it seems use crayons and colored pencils. Then he would touch up the linework on top of the color as needed. Finally, he would cut out the the image from the brown paper and place it onto a white background to give it a crisp outline.
For over a decade, Vuori's annual tour de force was to do a caricature of the winner of the Nobel prize in literature, in three or four hours after it was announced in the afternoon, in time to get it to the next day's paper.
