With the chaos bug now in the city, the Judges look for ways to contain the threat. Draconian curtailing of civil liberties and strict curfew measures are put into place. If the population are not free to move about, then the spread can be - hopefully - controlled, and then halted.

Into this panicked atmosphere steps the Sov fifth column. East Meg agents placed within the judicial department, ready to leak secret contingency plans, and to spread misinformation to the media, to ensure that the people do the exact opposite of what could potentially save them.


TRIVIA: Comparing the original to the published art, the character of Judge Haldane, an East Meg agent, is depicted differently. This stems from a misreading of the script by artist Henry Flint. Who initially thought the character of Haldane was meant to be dressed more akin to a Wally Squad member ie; an undercover Judge, as opposed to wearing the traditional uniform.
