Description

Officer Chyre punches Detective Morillo for keeping him off the investigation of Chyre’s partner, the latest victim in a series of murders related to the Flash. By the end of the issue they’ll become partners since no one else can work with either of them.

I like this page’s lettering and the blood design around the title. The Flash vol. 2 # 172, page 2 (2000).

This has got to be one of the times when they where working out how computer coloring was going to work as the inking does not add any spot shadows, but relies more on varying line widths.

Very observant. I read that Kolins is trained as a colorist which possibly helps explain this, from peoplepill.com: 

Since his work on The Flash, he has a tendency to do fewer shadows and varying of the weight and width of lines—the impact is also partly to shift some of the content of the page from the responsibilities of penciller to that of inker or colorist (fewer lines and definition by line and more by color contrasts).
