This character design was created while Dave was working on the Legion of Super-Heroes. Typhoon was intended to be a member of a group called the Outsiders, who would guest star in the Legion. You can click the "Additional Images" to read Dave's description of the character.

Other characters intended for the Outsiders included Nightcrawler, Trio, Quetzal, Reflecto and Power Boy. While Quetzal, Trio and Typhoon never did appear in comics, Dave re-used elements of each of them when creating Storm. He based Storm's face on Quetzal. Storm's powers came from Typhoon and her cape came from Trio.

This has been part of my collection since 2008. While technically unpublished in comic book form, this was printed in the X-Men Epic Collection Second Genesis book in 2017.
