Latest "Continuation Project" commission - All-Star Squadron #146, drawn by returning contributor John Howard, and based as always on the cover of a comic written, plotted or scripted by Roy Thomas, in this case Dan Adkins' cover to X-Men #35 (attached in the comments for comparison).
Title: "On The Ragged Edge!"
Story: In issue #144, Johnny Quick, Robotman, Liberty Belle and Firebrand were suspended from the All-Star Squadron, only for the Perisphere to be attacked by a group of super-villains, leading to it being destroyed! In the aftermath of the attack, a dropped note revealed the sites for more attacks, and Hawkman coordinated other Squadron members to prevent them.
This time - Batman and Robin, in the Batmobile, and Mr Terrific, in his roadster, speed towards Philadelphia, paced by the high-flying Hawkgirl. As they approach the site of the Liberty Bell, they're joined by Miss America, who (as reporter Joan Dale) had been following up a story.
Racing towards Independence Hall, the All-Stars find that a bond rally is underway, and that their route is blocked by a crowd - but Hawkgirl is able to soar above the civilians eager to support the war effort, and catches sight of a fleeing figure - former Flash foe the Rag Doll!
As Sheira Sanders swoops down, the Rag Doll calmly informs her that he's planted explosives to destroy the priceless historical artifact, and the heroes divert to find them - but Robin the Boy Wonder launches an attack on the villain as he tries to escape. The young hero and the criminal tussle, only for Batman's sidekick to be taken hostage - and the Rag Doll calls for the adult heroes to call off their search for the bomb or see Robin killed!
Mr Terrific holds Batman back - and Miss America is able to use her transmutational powers to liquify the ground on which the Rag Doll is standing, holding him as Robin escapes his grasp!
The heroes quickly locate and disarm the explosive package which had been planted, and the captured Rag Doll laments the failure of the plan, claiming that the other villains were supposed to come to his aid --- but the All-Stars' attempts to question him further are interrupted by a shocking message coming to them over their radios (and you'll find out exactly what that message is shortly - but not in the next issue).
