It used to be that being called a mongrel was an insult. Very 90's with the scruffy, buff guy, trenchcoat, big mullet look like Snake Plissken. This is the birthpage if it's his first apperance!

It is the birth page of the character, though he went on to have only about 18 apperances in DC Comics. Agree about the name, and definitely a character of the 90's. ;)
