I was going to say that I wondered why the backgrounds were left uninked, but then I scrolled to the published page, saw ALL the art buried under a vomit of color, and I wondered no longer. Elaine To must've been like, "With this dude coloring the book, why even bother?".

It seemed to be the way of things for Dreamwave. They left the backgrounds mostly without inks.

It's better down where it's wetter.

I appreciate that they finally drew the Transformers like the toy designs with proper geometry and weight so that they can look like the animation.  The colors are wild and give off Dark Knight 2 vibes.

Huh, this is wild! I usually leave my backpack at home when offshore oil drilling in the Turkish Black Sea. Def feeling the animation/toy design influence in the art and especially the bolder/thicker inked lines (at least for the inks that were done!).
