11x17 bristol board, inks on printed bluelines

The aftermath of Scott Summers' powers emerging. He was a depressed kid that nobody wanted and now he's going to be hated and feared for being a mutant too.

It looks like the book was added later to the top two panels in the published version which adds some nice continuity to the page. In his panic to get away from the scene of the crime, Scott runs off with a copy of the Art of War and realizes with horror on the next page that he's committed the truly unforgivable crime of stealing a library book. Forget that whole Phoenix Five thing, this is Cyclops' true supervillain origin story right here.
