In honor of Halloween, let's all remember the importance of safety in outdoor trick-or-treating, demonstrated here by the April O'Neil donning her Cat Mutant look alongside her tiger friend she busted out of the Central Park Zoo! Note that April wears a yellow jumpsuit so brightly colored, it almost surely would glow-in-the-dark, and her tiger companion shows off a bright orange striped pattern!

I'm sharing a scan of the second season Teenage Mutant Ninja Turtles (Fred Wolf Films) episode "The Cat Woman from Channel Six." This is a painted acetate cel layered over a printed background. In this case, the the supplied background is considerably different than the episode context, making it look like the cats are out of the prowl at night in a fairly quite urban scene. Somehow, I expect they are NOT after candy though.

These cels were sold framed in mats and protective plastic sleeves at various toy and department stores throughout the early 1990s under the "Animation Art" label. This cel was scanned inside its original plastic sleeve, resulting in the image clarity suffering a bit in the scan. Also attached is a screencap from the Fandango at Home digital copy, showing the approximate cel in its approximate final form at around the 16 minute, 17 second mark. This one was tough to match exactly because it was probably "out of frame" but this screencap was the only one of that sequence in which you can clearly see the fist of April's left hand, so I think it's probably the right one.
