The Outcasts of Infinity story in issue 25 was quite unique as you correctly note. The five member roll call broke several years worth of consecutive issues that featured most of the team members, it's the first issue to give Superman such a prominent role and if I'm not mistaken, this is the first story in which Aquaman and J'onn J'onzz do not appear at all (breaking a 27 issue run for those two characters).
