"Send this page back to Michael" -- I suppose it was not automatic in those days that artists got the art back, but he wanted the climactic page at least.
Keep in mind that, according to the production schedule used at the time, letterers typically finished their part on a page -before- going to the inker. So, -at the time- that notation was probably written on a not-yet-inked page.
I suspect that it might have been going back to Golden for him to put the finishing touches on the 'reverse stat' of the Worldmind. The actual details are clipped off the bottom.
